Minutes: July 11th, 2013
Meeting at Iowa Department of Public Safety

 

Introductions and Roll call:

President Brita called the meeting to order at approximately 9:00AM and welcomed everyone to the Iowa Department Public Safety Building.

Board members present were Brita Van Horne, Mike Pardekooper and Cody Christensen; absent were Adam Fedders, Roger Schemmel and Tom Palmer. Adam arrived at 9:10AM. A count of more than 15 members was taken which determined there was a quorum.


Approval of March 14th meeting minutes; Cody mentioned he was not present at the meeting but later rechecking confirmed he was present. Moved by Dennis Jordison to approve the minutes and seconded by Jared Ruby. Motion passed.

Correspondence and Board Reports.

Rita read a letter from New Jersey Building official Association request for financial help with the ICC Annual Conference. Rita stated the IABO chapter had contributed $500.00 in previous years. There was discussion regarding if chapter funds were available and if we did this each year. Motion was made to contribute $500.00 to New Jersey Building Officials Association for the ABM by Mike Pardekooper and seconded by Steve Richardson. No discussion, Motion passed.

Rita read a letter from the group that puts on the Meet and Greet that is supported by members and chapters. This is a chance at the ABM to meet candidates and listen to short presentations. Some of the organizing members are from New York, North Dakota and the Minnesota AMBO. There was a question regarding current treasure balance. A motion was made to contribute $500.00 to the ABM Meet and Greet by Steve Richardson and seconded by Denny Burnholtz, no discussion, motion passed unanimously.

Treasurer’s report

Adam handed out copies. Balance of $41,671.05 with $5,225.00 to be held for the November education event. Motion made to approve the July treasure’s report by Dennis Jordison, seconded by Duane Neff, no discussion, motion passed unanimously.

State Building Code Bureau

Brian Bishop stated there have been reassignments within the department with the electrical inspectors. Brian Young is now the Executive Secretary to the Board and also the Chief Electrical Inspector; Dwight Kramer is the Field Inspection Supervisor. Pat Merrick, Pat Hansen and Chuck Carpenter have been assigned as Electrical Inspectors. Building Inspectors will now be performing inspections to grant all occupancies other than health care. Code adoptions are going slower than anticipated. May get notices out by August or September. Building Code Bureau is working with IDPH for the Mechanical Code adoption and amendments. The Iowa Fire Marshall is trying to break the Stop Drop and Roll world record at Iowa Speedway on September 8th. Brian Bishop introduced Brian Young who stated the certifications of local jurisdictions will not be required to be sent in the State and will be only needed to be recorded at the City or Local level and will be investigated only if there is a complaint, contact Brian Young with questions. City Inspectors will be required to be certified within twelve months after January 1st 2014 or deadline of January 1, 2015. If there is a new hire, they will have 12 months to get certified. Commercial and residential certifications will be honored according to the inspections performed.

Dave Ruffcorn discussed the 2013 IECC workgroup and input from several organizations such as Code Officials and Mechanical Contractors with four basic amendments: 1. Deleted the exterior foam requirement; 2. Relaxed the air changes per hour to 5 instead of 7, which is similar to Illinois and Minnesota; 3. Clarified how to insulate basements walls which spells out that fiberglass is not to be placed against the basement foundation wall; 4. Seal and test return air plenums rather that require them to be ducted. Workgroup did not have any amendments for the commercial portion. Anticipate this to be advertised in August and adopted in March 2014.

Iowa Department of Public Health

Ken Sharp spoke regarding the work with Public Safety and the International Mechanical Code adoption with a proposed draft late this year or early next year. Last week the notice was sent out regarding State plumbing code adoption with a hearing set for July 17th. Rules will be similar as before such as the IPC fixture count tables. The Board website will have all dates listed. Software changes will need to be addressed regarding licensing by July 1, 2014. Each City will be required to submit a link for Plumbing and Mechanical requirements to be posted by local jurisdictions and also on the IDPH website. Regarding SF 427 and the adoption of the Mechanical or Plumbing code within six months is not realistic and likely will not happen within that time frame. There was discussion regarding Fuel Gas code adoption. Adoption of the IMC will be within around 12 months.

Committee Reports

Legislative – No report. Later Steve Richardson expressed concerns with the State code adoption timing.

Education Committee – Cody described the Electrical Training in November 4th – 8th, the group from Colorado will be giving the exam certification training. There are nine signed up and need 20 signed up by July 26th or can sign up after that date direct with Construction Exam Center on the website. Cody is also looking at another training session this fall such as an update course. The committee may look at options for two day class seminar this fall. Cody also spoke with Pearson View and can setup a group reservation of four or more to ensure a test time.

Code Development Committee – no report

Program Committee: Next meeting in September will be in Fort Dodge with a gypsum board plant tour.

Endorsement Committee: Have not met but will make recommendation for next meeting.

Membership Committee – no report

Nominating Committee – no report

Audit Committee - no report

Scholarship Committee – No report but reminded to get applications in early for timely review.

Region III   – Brian Bishop, Adam Fedders and Rita Van Horne are on Region III board.

Regional Reports:

Region III Report

Dues will be paid as we participate in Region III. Region III is looking for members to participate with the Code Development, Education and Public Relations Committees. Rick Parrino offered to participate with the Education Committee. Steve Richardson will be willing to work with the Code Development. Adam mentioned the Region III/AMBO Education event in February 2014.

ICC: No Report

Eastern Iowa: No report

Central – MICCC

Cody Christensen reported the last meeting discussion regarding 2012 IRC floor joist protection requirement and the City of Des Moines movement forward with the language as written where as other local jurisdiction have deleted that section.

Old Business

ABM Shirts – Jeff Junker states order in 3 weeks with IABO to purchase for attending members and hand out at next meeting. IABO will purchase the shirts for ABM attending

Draft Curtains: Steve Richardson asked for input on code interpretations for the installations of draft curtains instead of solid framed wall to eliminate the smoke and heat vent requirements for buildings > 50,000 square feet. Members were generally open to the concept.

ISO: Larry Gift, his last day of work is tomorrow and will be retiring. Larry was impressed with Iowa as it was the only state with no communities declining to participate in the program. Larry introduced Rick Fay as his replacement.

Website: Cody and Mike have had some discussions with website vendors. Initial fee for setup as $1,500 and $1,200 annual maintenance fees once developed. The question was asked of the group if we wanted to peruse a professional website vendor. Motion was made by Steve Richardson to spend up to $3,000 on website development and maintenance and seconded by Larry Gift, Motion passed unanimously.

Open discussion: Rick Parrino had question regarding AIBD education and seminars regarding drawing expectations and better quality plans. Example was the standard details that were added with the brace wall requirements. General consensus was that a getting AIBD, AIA and IABO together for a general work session would be good.

Presentation: Rich Bolten and Eric Neddermeyer gave a presentation on mobile, manufactured and modular homes.
