POSITION TITLE: Chief Building Official
SALARY RANGE: $61,648.00 - $95,636.00
Minimum Requirements: This is a responsible technical, administrative, and management work involving all activities of the Inspection Division of the Community and Economic Development Department. Serves as the Authority Having Jurisdiction (AHJ) for all Building Code matters. Work involves the supervision of staff in the Inspection Division; final reviews of plans and specifications for all building construction or repairs to ensure compliance with all building codes and ordinances; performs inspection work; investigates and follows up on complaints regarding building and other property related ordinances. Work includes considerable contact with the general public, contractors, engineers and architects. Work is performed and reviewed by the Department Director. Graduation from a four-year college/university with major course work in civil or structural engineering, architecture, or related field; thorough experience in construction; or any equivalent combination of training and experience. Must pass a background check, substance screening, physical exam. Selected candidate must meet residency requirement which includes a ten mile radius on the Illinois side of the Quad Cities within one year of hire date. Under the general supervision of the Building Division Manager, the Combination Inspector inspects buildings, electrical components, mechanical systems, and plumbing to determine compliance with County building codes. Work is performed under general supervision. The Combination Inspector must work independently and use their own judgment for both routine and complex functions in accordance with established procedures, policies and guidelines. The Combination Inspector helps align departmental products with strategic and customer outcomes by working closely with customers of departmental products to identify desired and undesired outcomes; helps identify departmental desired and undesired outcomes; and assists in developing and assessing objective metrics, or performance indicators, to measure success toward meeting outcomes. The Combination Inspector helps revise products to achieve desired outcomes and avoid undesired outcomes; helps develop products and product acquisition processes that satisfy customer expectations and department requirements. Inspects existing buildings or new construction to assure conformity with the required standards of the County. Checks plans and workmanship to assure compliance with regulations. Recommends methods for improvement. Inspects old and dangerous structures which may be subject to condemnation. Advises permit applicants on construction methods and code requirements. Performs all other related duties as assigned.
High school diploma or equivalent required. Associate's degree in a related field preferred. Three (3) to five (5) years of experience in a related field required with experience in the construction trades or inspection areas. Working knowledge of all areas of inspection including building, electrical, mechanical, and plumbing, with expertise in one (1) or more of the four (4) areas. Working knowledge of the County codes and regulations and related laws and ordinances. Ability to make decisions requiring the use of technical judgment and discretion. Ability to read and interpret plans, specifications, and blueprints of ordinary complexity quickly and accurately. May be hired as a trainee with no certification. Must achieve certification with the International Code Council in residential electrical within one (1) year of hire date. Valid State of Iowa Driver's License. Must pass a County physical examination which includes a drug test after offer of employment. Regular work attendance required.

SALARY: $24.41/hr
