IABO Meeting Minutes of January 10, 2008

Roll Call:    President Ron Hoover called the meeting to order at 9:00 A.M. at the Stoney Creek Inn in Johnston, Iowa. Ron welcomed all present and asked them to introduce themselves. There were 30 members and quests present.

The Region III report was given by Ron and included the training in Minneapolis in February. Also discussed were committees within Region III. The first being the education committee that sets up training in the five state area, and the second would be the Code Development committee that reviews and evaluates proposed Code changes. These committees are looking for additional members and participation. This year during the Minneapolis meeting there will be some Code hearings and members will be able to participate and vote on proposed changes and the final hearings.

The more consistency of ideas we present as a region, our efforts will bring more credibility to the hearings. At the 2008 Hearings Region III is co-hosting the Hospitality room and we are looking for help to staff  the exhibit booth at the expo, assist with the golf outing, volunteer to help with the companions at the event, the fun run, Honor Guard at the opening session and help securing the Governor of Minnesota for the event. If anyone would like to volunteer to assist in any of these areas, your help would be appreciated.

Communications included a letter from Ken Sharpe, “Department of Public Health” stating that the Plumbing and Mechanical Bill will go into effect July 1, 2008 although there is no funding have it up and running by that date.

We also heard from the National Association of Home Builders stating that they have a new Guide for home builders to navigate the new residential Codes which was written by Steve Van Note from ICC. This guide can be ordered through ICC or over the internet at a cost of $26.95.

We also got an e-mail from Greg Johnson stating that the ICC Board has approved three Code Action Committees to address Proposed Code Changes, Modifications and Public Comments. Volunteers for these committees may address the Energy Code, Existing Building Code, Property Maintenance Code, Zoning Code, Fire Code and Permits Codes. It was also announced that we have a new ICC Board liaison, Ron Siesten, from New York. He is taking over Greg Johnson’s area. We will be inviting Ron to our meetings in the future. This change is ICC’s effort to mix things up and allow Board Members to move around the country to see for themselves what is going on elsewhere. Rita Swearingen will continue to be our staff liaison.

Stu Crine gave us an update on the State Electrical licensing. The Fire Marshalls office  has received and processed about 7000 applications and received about 1million dollars in fees for the 3 year licenses. There were approximately 1000 applications left to process. Temporary numbered letters of  issuance  have been sent out  with the permanent licenses to follow in April or May. State inspections are planning to begin January 1, 2009 with a three day delay between the inspection request and the physical inspection. City inspectors should work status quo until the licensing in fully in affect. There are two areas of the licensing that are still under discussion. They are the Class B licenses and Contractor licensing.

Jeff Harden gave a report on the January seminars and discussed possible upcoming seminars. Possible March seminars may include the IRC, Property Maintenance or Plan Review.

Tom Palmer gave his Treasurers report on November and  December’s income and expenses. He also reminded us that membership dues are due and we are still receiving applications.

Rick Walke from the Regulatory Services of Underwriters Laboratory was at the meeting and gave us a short introduction as to their interaction with the ICC Code Committee. He informed us of News-letters and CD’s that are available at no charge, ultimate E-mail, mailing lists, training and educational programs that are available. There is also technical assistance available at 1-800-495-9844, Regulatory Services.

Ron next informed us that Jim OBranivich has signed a tentative contract with IABO to track Legislation and communicate important information back to us. The Contract is for a full legislative session of the Legislature. A motion was made by Jeff Junker and seconded by Brita Van Horne to ratify this contract. During discussion of the motion the request was made that Jim attend our meetings to keep us informed of  related legislation. Jims response was that Thursdays are one of the busiest days for the Legislature but he would attend all meeting possible. The motion passed unanimously.

After a short break, Michael Coyazo, a Product Specialist from Raskin, gave us a presentation on Raskin Fire, Smoke and Ceiling Dampers.

After the presentation, a suggestion was submitted that there should be a Legislative Committee organized to receive communications from Jim and distributed to member. It was determined that the committee should be made up of the Chapter officers.

Jeff Junker suggested that IABO might subsidize monogram shirts to be worn by participants at functions such as, Code Hearings and ABM’s. This subject will be discussed at the March meeting. A motion was also presented by Jeff that IABO donate $250.00 to the Region III Institute in Minneapolis for the upcoming hearings. The motion was seconded by Brita and passed unanimously.

IABO Meeting Minutes of November 8, 2007 

Roll Call:    President Ron Hoover called the meeting to order at 9:00 A.M. at the Stoney Creek Inn in Johnston, Iowa. Ron welcomed all present and asked them to introduce themselves. There were 30 members and quests present.

Ron introduced Ken Sharp from the Iowa Department of Public Health who had ask to address our meeting first as he had another meeting to get to. Ken gave us an update on the State licensing of plumbers and mechanical contractors. Their board had many goals and questions ahead of them including, getting the Licensing Board set up, trying to implement the licensing by July 1, 2008 and the possibility that anyone but not licensed by July, 2008 may be working against State Law. They are hoping the Legislature may change the initiation date. It is apparent that this new Board will need help to get the licensing implemented. Updates and progress of licensing will be posted on the Department of Public Health Web Site, check interest, then Plumbing & Mechanical Licensing. 

Region III has been and will be working on classes for their upcoming Institute in Minnesota and the 2008 ABM in Minneapolis.

A quick review of the ABM in Reno revealed that 12 members from Iowa attended. Consensus was that there were a lot of activities combined into a shot time period, including training, networking and updates such as the Smart Codes which can be accessed on the ICC web site.

Jeff gave us a report on the Nov. 6th and 7th seminars in which we partnered with the AIA. The partnership did not increase the number of participants as we had hoped. The next Seminars will be January 21st, 22nd, and 23rd. at the Sheraton Hotel in Qwest Des Moines.

Stu Crine next gave us his update of State Electrical Licensing. The Board has been appointed and will be discussing the January 1, 2008 affective date to submit registrations and payment of fees so they can hire help to process the license applications. Some testing sources have been discussed, possibly Thompson Pro-metrics which the Board will accept to start with, but others have yet to be considered. Stu was sure that many questions would come up at the licensing Board meeting that as held later that day.

Iowa’s Eastern Chapter reported that their October meeting included a discussion of Code issues in the 2003 and 2006 Codes regarding trusses, as far as load and attic factor differences. Also attics being used for storage, drifting and wind-loads.

A quick report from Central Iowa revealed that the Des Moines Home Builders Association is trying to determine why the average cost of development has risen. Their first conclusion is that the cost of land is the main contributor.

Tom Palmers treasurers report showed that after deposits and expenditures the Chapter has a balance of $26,807.48 in our account. Tom also distributed his Year end Financial report to the officers  for review.

Ron gave us an update on the ongoing efforts to hire a new EO and legislative contact for our Chapter. Jim Obradovich was introduced to all as he is being considered for that position. The Board is working out a proposal with Jim to be our eyes and ears to the Legislature. There are final negotiations, contract wording and review of our By-Laws that must be investigated. The Board will work out the negotiations and will bring back their recommendations to the membership at the January meeting.

Jeff Junker and the officer nomination committee had recommended at the last meeting that all current officers should be re-elected for another year. A motion was made by Stu Crine and seconded by Tim Hennes that the officers shall be re-elected. The motion passed unanimously.

Next Ron introduced Greg Johnson a Board Member if ICC that came down from Minneapolis to address our Chapter. Greg wanted to update us on things that we may have heard about but may need explanations. The first is a proposed legislation to establish a Community Grant Program through local Governments that would provide money to local Communities to start their own Building Code Administrations. The program would be run through the Department of Housing and Urban Affairs. The legislation was to be introduced November 15, 2007. In the rear future ICC will be asking all members to show support to your local Representatives. Local use of this money could include, training, local capital needs or more staff. There is a provision that to qualify for these grants all revenue from the Building Department must stay in that department.

Greg’s review of the ABM revealed that there were nearly 2200 registered members, venders and companions at the meeting. That was very good for an educational conference. They are estimating possibly up to 3000 at next years meeting as there will also be final action Code hearings.

ICC is talking to the Federal Alliance of Safe Homes, a non profit foundation out of Florida, to help administer our Good Health Foundation. The merger is getting serious consideration.

The Governance Committee presented a report at Reno which stated that there was a lot of discussion about it and everyone has an opinion which is good. Everyone should be concerned and look forward to a good discussion next year in Minneapolis because it affects how we run your organizations.

ICC has a call out for members to apply for positions on the Terrorism Resistant Building Committee. During the last go-round there was only one applicant from Iowa. There are many members in Iowa with the technical expertise and are exactly what ICC is looking for in an applicant. As a volunteer participant on this committee, attending hearings and discussions, ICC covers all your expenses. By attending and participating ion these hearings you will gain a great deal and become more valuable to your community. Greg encourages anyone from Iowa to apply for this committee.

Following our regular meeting agenda, we had a presentation from Superior Walls. Fred Belk from Bettendorf is the local franchiser for this building system, and Jim Castello from New Holland, PA made there presentation. Superior Wall manufacture pre-cast foundation wall panels for homes and garages that comply with the 2003 & 2006 IRC.  For more information, Superior Walls can be accessed at www.superiorwalls.com .

IABO Meeting Minutes of September 13, 2007

Roll Call:     President Ron Hoover called the meeting to order at 9:05A.M.. All 30 member present introduced themselves along with their jurisdictions. All officers were present.

Ron reported that there no communications prior to this meeting. He then discussed the ICC Region III report. They had committed to supporting the hospitality room at the ABM. Region III is also starting plans for the Regional Conference in Minnesota next year.

The Rochester Code Hearings were discussed and wee were informed that the book of Supplements have been published and are available for anyone to study. Any concerns or possible problems can still be discussed at the next 6 month hearing. A variety of subjects were presented that may spark more discussion during the next cycle of Code changes for the Code Development Committee. The Final hearings will be next year in Minneapolis.

A report on upcoming Seminars was given by Jeff Harden. There will be two days of seminars in Des Moines November 6th and 7th. The Iowa Chapter of AIA has approached IABO to co-sponsor these seminars on a 50/50 basis. Dave Churchill made a motion that we enter into this agreement for these seminars. The mptionn was seconded by Dale lisle and the motion passed unanimously. Upcoming seminars for 2008 will be based on the survey that was sent to all members. Proposed schedules will be placed on the Web site for possible January and March dates.

MICCC/MAC reported that they have  received inquires from Banks asking for information on Inspections for re-possessed properties and obtain CO’s for those properties.

Steve Van Note reported for ICC. The ABM in Reno was the main  point of discussion but he also filled us in on ICC’s growth and the scope of its organization within its different divisions.

Tom Palmer gave the treasurers report and inquired as to who plans to attend the ABS so he could plan and arrange for assistance for those attending.

Stewart Crine gave his report from the State Fire Marshalls office. He reported that the first State Electrical Board meeting will be on September 25, to begin the process of organizing and enacting the new State Electrical Code Legislation. Phil Delafield suggested that the names of all existing licensed Electricians be turned into the Electrical Board for pre-approved licensing. Rod Van Wart, a member of the new Electrical Examining Board  came to the our meeting to thank IABO for our support and possibly answer questions. Rod noted that the September 25th meeting will be open to the public but will probably concentrate on administrative procedures initially. Stew passé out copies of the Governors press release listing all members of the Electrical Examining Board. Ron also informed us of the controversy over the Licensing of Fire and Medical alarms including regulating the installation and wiring of these systems. There is a lot of work to be done by the Licensing Board to implement the State Licensing in Iowa. Stew also reported that the Plumbing/Mechanical Board may have to go to the Legislature to request an extension of time in which to implement the new Plumbing and Mechanical  legislation.  Jeff Junker and the members of the Nomination Committee reported that after discussion they recommended that all current Officers remain in place for the next election period. The elections will be held at the November meeting. Although recommendations have been made, anyone else may be nominated prior the election.

Open discussion followed with topics such as the State pins that were distributed to be used by those attending the ABM and those who may be collection them for themselves. Another topic was ground water ordinances through the State, and the lack of authority regarding factory built homes.

IABO Meeting Minutes of July 12, 2007

Roll Call:   President Ron Hoover called the meeting to order at 9:05 A.M.. All 22 member present introduced themselves and their jurisdictions. All officers were present.

Jeff Junker discussed the upcoming ABM in Reno. Region III is requesting that anyone attending the convention please attempt to assist in the Hospitality Suite. Our financial support to the Suite was discussed and a motion was made by Terry Beck to make a donation to the suite equal to last years donation of $250.00. Motion was seconded by Dale Lisle and passed unanimously.

Upcoming seminars were discussed by Dale Lisle. Plans are being made to schedule training in NW Iowa  and maybe through the State. A survey will be sent out to members to obtain input as to training subjects and preferred locations. This info will be plan future seminars.

There was no MICCC/MAC, or Eastern Iowa Chapter report this meeting.

Stuart Crine reported for the State Fire Marshall Office. He introduced Blas Hernandez and Brian Bishop, two new Plans Reviewers in his office. He also announced that  they are looking for four  new Building Inspectors to inspect building that are reviewed by the State. Also they will be responsible for inspecting modular and manufactured housing. The job announcement will be posted on the State web site. They are looking for applicants from around the state as they will be assigned to different regions of the state to cover. Stu has been fielding numerous calls daily regarding State Electrical Licensing, looking for information on licensing and other   questions that he can not answer because the Board appointees have not named and the first meeting will not be held until possibly September. The new law is slated to go into affect Jan. 1, 2008, but if the Administration Rules and testing are not in place at that time, electricians will not be in violation of the new law and may continue to work.

Ken Sharpe, at 515-281-5099, interim director of Environmental Health can be contacted in regard to the Plumbing/Mechanical legislation and its implementation. 

The Dept of Inspection and appeals has contacted the State Fire Marshalls office to see if our new inspectors could be contracted to help augment their inspectors who inspect Nursing homes, Assisted living, and associated types of facilities. The new inspectors would fill in when their inspectors are on vacation or sick.  After talks between the two Departments, the directors have agreed that the inspectors in both departments be located in the Fire Marshalls Office about October 1st and transfer their positions  and equipment  on July 1, 2008.This will allow the Fire Marshalls office to take over plan reviews and inspections of Nursing Homes and associated facilities.

There has also been another Board appointment that has been created by the Electrical Licensing Law which addresses the licensing of Fire Alarm, Burglar alarms and Nursing Call systems. The four new members will be attached to the Fire Extinguishing Systems  Contractors Advisory Board. The search is on to find qualified people to fill these positions.

Rita Swearingen reminded us of the ABM in Reno, September 29, to October 3rd. There will be no Code Hearings at this event but there will be educational meeting, and the election of officers. They will also be looking for new members of various Committees.

Tom Palmer gave the treasurers report and our current balance is $ 19, 883.34.

Ron noted that there have been 12 members that are planning to attend the ABM and three of them are in need of financial assistance from IABO. Steve Van Note pointed out that in the past, our chapter has provided an average of $2000.00 per person that needs help to attend these meetings. Jeff Junker made a motion that IABO make available a Maximum of $8000.00 for financial assistance with an application available on our Web site and an E-mail application available. The motion was seconded by Brita Van Horne. This motion passed unanimously.

During each ABM there is a Silent Auction with proceeds going to an organization in the community hosting the event. Items on this auction are donated by ICC chapters. Jeff Junker made the motion that IABO acquire an item from Iowa, valued about $100.00 to donate to this auction, Terry Beck seconded the motion and it passed. This years Chapter pins will be available at the September IABO meeting. One last item related to the ABM was a communication from Barb Coffrin, asking for our support for her re-election to the ICC Board. Barb has addressed our group and other regional groups and has been a good ally. Jeff Junker made a motion and seconded by Dave Churchill to submit a letter of support for her re-election, motion passed.

An update of the Rochester Code hearings was presented by Ron. Some of the heavily discussed proposals included the proposed requirement for Residential Sprinkler Systems. This proposal did not get the required 2/3 majority vote of members to implement the proposal. This proposal will be brought back as a Code requirement again, possibly as soon as next year in Minneapolis. Other code changes discussed include a third stairway in building over 420 ft high, new definition in the IRC            

and more deck design guidelines in the 2009 IRC. Terry Berk announced that he has the review of the 2006 IBC and IRC changes and if anyone wants a copy, E-mail him at twberk@dmgov.org.

Ron announced that we need volunteers for the nominating committee for the 2008 Officer to be presented at the September meeting. Jeff Junker volunteered to coordinate the committee. Other volunteers included Dennis Jordison, David Churchill, Bob Hendricks and Craig Witry. They will present their nominees at the September meeting.

The executive board is still looking into filling our vacant position of Executive Officer of IABO. We are still discovering things that Chuck handled that the rest of the officers were not aware of.

The last 30 minutes of the meeting was spent discussing Code Questions from the IRC. This months discussion included decks, required railings and measurements from grade. Also we discussed pool, barriers, and lockable and removable ladders as assess to pools.

IABO Meeting Minutes May 10, 2007

Roll Call:  President Ron Hoover called the meeting to order at 9:00 a.m., with the meeting being held at Adventureland Inn, I-80 and Exit 142, Altoona, Iowa. Other officers present were, Jeff Harden First Vice President, Dale Lisle Secretary, Tom Palmer Treasurer and Dan Woellhof Past President. Terry Berk was absent. Ron asked the twenty-seven members and guests present to introduce themselves and the jurisdictions they represent. The minutes for the March meeting had been included in the news letter and were posted on the web site.

Communications were read by Ron, which included a letter from NEMA introducing Jeffery Hepkow as the new representative in our area. Also a flier regarding AIA training and seminar options. 

There was no report from Region III this month. Dale Lisle reported that there would be training in Sioux City June 21 and 22 on the Fundamentals of the 2006 IPC and IMC. Ron added that if anyone has a training preference they would like, let us know and if possible we will try to bring it to your area.                                                           

Ruban Arsate from Johnson Co. reported for the Eastern Iowa Chapter. A meet had been held at the Johnson Co. Administration building at which a number of topics were discussed. Another meeting will be held the third week in May at which the State Licensing will be discussed.    Jeff Junker reported on the MICCC/MAC meeting. Their main topic was also State Licensing. Ron pointed out that the Legislative process moved so quickly, we could not present our concerns without a representative present during the discussions.   Rita Swearingen, from ICC, Reminded us that the Code hearing will be held in Rochester  the end of the month and encouraged all to attend if possible. She also reminded us that the Chapter reports are due by the end of May.  She also reminded us that the Annual Conference will be held in Reno this year. During that conference educational new information will be presented regarding Permit Techs and a software program that will incorporate ICC Code information into the design of buildings and will check the plans for code compliance. This will make the plans examiners job easier. Rita also reminded us that the Cope Hearings will be broadcast and may be seen on the Web Site.

The Treasurers report was given by Tom Palmer. A motion  was made by Dale Lisle to accept the report, seconded by Dennis Jordison. Motion passed unanimously.

The membership report was given by Jeff Harden. At present IABO has 247 members. Jeff is working on a new list that will be sent out as soon as possible. If there are corrections please let him know.

Mike Adams from IDNR reported that the Legislature may be discussing Green Buildings, water and air quality during the next session.

Stu Crine, State of Iowa Building Code Commissioner reported the Legislatures main concern during the last session was directed mainly Energy. Ten to fifteen bills addressing State building Codes were submitted and none of them passed. Bills that did pass addressed creating the Energy fund and the Office of Energy Independence. Stu passed out the Building Code Advisory Councils Legislative report that listed Building related Bills that did not pass and the few that did. He also stated that those that did not pass, could be brought back next year. Examples of those could address carbon dioxide detectors, ADA compliance sprinkler systems and lead based paint. Those that did pass addressed items such as boiler and pressure vessels, elevator codes, construction bidding procedures, energy independence, Power Fund Act., green buildings, Clinton Building Code and state wide Electrical, Plumbing and Mechanical Licensing. The mention of State Licensing opened up a lengthy discussion on the licensing bills. Subjects such as current licensing by local jurisdictions, inspections and inspectors for areas that have no established inspection programs. Most of these questions will have to be addressed by the newly established Electrical and Plumbing/Mechanical Boards that have yet to be established. According tom the Bill, the Electrical Board must be in place and have the Licensing program ready by January 1, 2009. The Plumbing/ Mechanical Board are to have their program in place by July 1, 2008. Tom palmer suggested that IABO set up a committee to keep up to date with the State licensing and ask for volunteers. Jeff Harden, Dave Churchill, Dan Woellhof, Dennis Jordison and Brite Van Horne all volunteered for this committee.

Another concern that will be addressed at the code conference in Rochester is possible changes in the NFPA. Proposals that will affect the building codes may be the requirement for sprinkler systems in one /two family dwelling. Some concerns would be; will the standard water supply be adequate to supply the sprinkler system or will an separate service be required? Who would be responsible for the maintenance and testing of these systems? What certifications would be required for installers and testing personnel? What will be the impact on insurance companies with the added risk of water damage, moisture in walls and mold and mildew? Would an sprinkler system in a house increase or decrease premium rates? Questions such as these will make for an interesting discussion at the conference.

IABO’s scholarship program was the next order of business. We have received a few applications to consider from students enrolled in building related courses. In the past we have given out up to $4000 worth of scholarships each year. This year it will be closer to $3000 to $3500. A request was made for volunteers to screen the applications. Bob Hendricks and Flora Schmidt agreed to look them over. Jeff Junker made a motion that the board assess their recommendations and award the scholarships this year. The motion was seconded by Rich Seiser and passed unanimously.

Ron’s next point of discussion was the process of nominating officers for 2008. In July a nominating committee should be formed, in September the committee will present nominees to the membership, and in November election of new officers will be held. The new officers will assume their offices in January 2008. Please consider if you would like to be a part of this process, either on the nominating committee or as an officer.

Ron also brought up the ability of IABO to assist members who wish to attend ABM in July. Jeff Junker made a motion that IABO send out registration forms to be returned if they wish to attend and get assistance on the Registration fees. Dave Churchill seconded and the motion passed.

IABO Meeting Minutes of March 6, 2007

President Ron Hoover called the meeting to order at 9:05 a.m. with the meeting being held at Adventureland Inn, I-80 and exit142, Altoona, Iowa. Other officers present were, Jeff Harden, 1st Vice President, Dale Lisle, Secretary, and Dan Woellhof, Past President. Ron asked all present, members and guests, to introduce themselves, there were 21 people present. The minutes of the January meeting were discussed with a motion to approve made by Mark Powers and seconded By Rich Siese. Motion passed unanimously.

There were no communications to present at the meeting.

Region III report was given by Jeff Junker. He reported that the Institute in Minnesota was very good and included a good exchange of comments and personal evaluations. All comments were very positive and all agreed the training was well presented.

Within Region III is a Governance Committee appointed By ICC of which Ron is a member. Their task is to review and present proposals to change or modify the governance of ICC, the election of Board members and representatives. Ron ask if anyone has questions or comments to contact him so he may take them back to the Board. Another Committee is the Interoperability Committee of which Jeff is a member. His committee is working on a power-point presentation to be made available to design professionals, steel manufacturers etc. There will also be a soft-ware package that will incorporate all facets of the Codes through the design faze of a project. This soft-ware would flag non-compliant components of a structure or section. It would be like a Code check. This presentation will be available soon and will describe the process. It is not intended to eliminate the plan review process. Jurisdictions will be able to add their own amendments. Another regional committee is the Membership Services Committee. They will be looking at all ICC services. Any requests, suggestions or changes that you have would be presented to the committee and they will analyze them and possible act on it. Region III has also set up three other committees; Education Committee, rules on education and setting up training like the Institute in Minnesota. The Code Development Committee, coordinates efforts at Code hearings so all in the region will be on the same page to get regional voice on changes heard. Also the Public Education Committee, they will discuss how to get the word out on programs, direction and goals of ICC and Region III Chapters.

The ICC web-site has a forum to allow interaction between Chapters and ICC. The comment was brought up that it was difficult to receive good answers to Code questions threw ICC Safe. It was pointed out that if you call in for an interpretation, the answer will be just one persons opinion. However if you request an Official Interpretation, ICC has a group of officials that will give their opinion, but it may take as much as two months or more to get your answer. It was also pointed out that there are books available, Significant Code Changes in which many questions can be answered. They are printed in a question/answer format. The first ones available will be on the IBC and IRC.

There was a discussion on the February Seminars in Des Moines, and despite the weather, attendance was very good and Jeff did a great job of setting up the training, accommodations and our first banquet.

The MICCC/MAC was next given by Dave Churchill. They had discussed state licensing of electricians and the affects in rural areas with no inspection programs and would require them to adopt the State Code and become compliant. Also the municipalities will loose licensing funds but could choose to dump inspection programs onto the State. Another consideration is that the board would have ultimate power to make decisions and cut out the building officials from any input. There is also wording that says electricians could not do wiring for alarm installations unless they have NICAP Certification or there  is qualified person overseeing the installation. The opinion was that the alarm people are not on board with the proposed legislation.

Rita Swearingen reminded us that the May Code Hearings will be WEB cast for those who cannot attend. It is recommended that all jurisdictions send representatives to those hearings to vote on proposed amendments such as the requirement of sprinkler systems in 1 and 2 family structures.

Stu Crine next gave an update on the legislation and bills that are being discussed in the State Legislature. He also discussed the new Budget for the Building Code Bureau. Fortunately funds were allocated for two new Plans Reviewers to handle the new work load. The money was made available to hire them prior to July1, 2007 so the search will start immediately to fill these positions. They also got funding for the Inspection Contractors and the bids will be reviewed by March 12, 2007 and they hope to put the contracts in place by May 1, 2007. The Building Code Bureau will be moving to as new location at the corner of 7th Street and Court as of March 18, 2007.

Next Stu made a power point presentation to the group regarding the new Building Code adoptions. Those adopted were the 2006 IBC, 2006 IRC, 2006 IMC, 2006IEBC, @006 IECC, 2000 UPC fixture count (State Plumbing Code-Iowa Dept of Health) and the 2005 NEC (NFPA). He also pointed out areas of applicability, the Energy Code and Factory Built Structures There was also a list of Codes adopted  by local jurisdictions. Facilities that must comply with State Building Codes include, State funded projects and K-12 Schools. It was pointed out that the State Historical Building Code calls for the Building Code commissioner with the approval of the State Historical Society Board, to adopt alternative building standards. This would be to facilitate the restoration or change of occupancy of qualified historic structures so as to preserve their architectural elements. Currently the Historic Code must provide reasonable safety from fire and other hazards for occupants and users. On the horizon for the Building Code Commission is; effective May 1, 2007, all buildings reviewed by  the State must  be inspected during construction, inspection of  manufactured home installations and to set up a One-Stop-Shop Website.

Old Business

Our membership to Region III includes an annual membership fee of $500.00. Ron asked for a motion to pay the annual fee. Mark Powers made the motion and it was seconded by Dave Brown. After some clarification the motion passed.

Dave Brown mentioned that in prior meetings we had discussed whether to support or to appose the State Electrical Licensing Bill. Our consensus of the previous bill was that there had been no changes and our concerns had not been addressed, therefore as a Chapter we are in general support of statewide licensing but we were apposed to the form that it was submitted. We had a list of items that included the all powerful Board, Code adoptions and the inspection portions that had not been addressed in the new proposal. After discussion we generally agreed that it is not perfect. The Board of Directors will review the latest proposal an obtain input from the membership before submitting a letter of support or opposition.

IABO Meeting Minutes of January 11, 2007 

Roll Call:  President Ron Hoover called the meeting to order at 9:00 a.m., with the meeting being held at Adventureland Inn, I-80 and Exit 142, Altoona, Iowa. Other officers present were, Jeff Harden First Vice President, Terry Berk 2nd Vice President, Dale Lisle Secretary, Tom Palmer Treasurer and Dan Woellhof Past President. Ron asked the twenty-nine members and guests present to introduce themselves and the jurisdictions they represented.   The minutes for the December meeting had been included in the news letter and were posted on the web site, motion to approve was made by Terry Berk and seconded by Jeff Harden. Motion  passed by unanimous vote. 

Communications were read by Ron, which included a letter from a manufacturer of plumbing materials that would like to make a presentation to our organization

The other letter was a Thank You from the Habitat for Humanity Group in Orlando, FL.; we had donated a basket from Iowa to their money-raising auction at the ABM in Orlando.

Stu Crine, our State Building Code Commissioner gave us a report regarding his Dept. There are Two new members on the Building Code Council, Clint Peterson Chief of the Ames Fire Dept. and Chuck Green VP and Director of Public Safety for the University of Iowa. Kevin Techau Commissioner for Public Safety will not be retained by our new Governor he will be replaced by Gene Meyers who was the Director of Criminal Investigation Division of DPS for years. Then Stu passed out the results survey of Current Codes adopted in Jurisdictions through out the State. He requested that all jurisdictions that have not responded do so as soon as possible so he can put an updated report on the WEB within 30 days to be accessed by all. The proposed Bill on Electrical licensing may be brought back to the Legislature this year although there seems to be some disagreement among the supporters that could affect its progress. The Public Safety Departments position on the Bill is that if the Bill does pass, it should be under the jurisdiction of the Dept of Public Safety not the Commerce Dept.; which if not under the Dept of Public Safety potentially could lead to a more fragmented State Government when it comes to regulation. There is also an Elevator Bill proposed, that is under scrutiny, pertaining to the wording and interpretation of the Code between the Elevator Code and the Building Code. As to being more or less restrictive an which Code shall prevail. 

The new Rules and Restrictions presented threw the Rules Committee and put into affect January 1st include an increase in fee’s. This increase will help in the hiring of two new Plans Examiners in the Commissioners office. The Master Builders have created a controversy regarding the new Rules. Master Builders and AIA would like a provision added that would say, “Construction documents can not be released for bidding until after the State Fire Marshall has given final approval”. This provision was added to the Rules and will be voted on January 18th through a teleconference. The State Fire Marshall has committed to create a new Committee this year to put together new rules on the delegation of the Fire Marshal's authority. Based on the Fire Code study Committee, Municipal Leagues and other groups, like Cities and Counties should see this as a positive move. Although the State addresses giving Fire Dept’s authority to do inspections we should be asking Cities if they want that authority when they have no full time Fire Dept. 

The Region III report was given by Ron and Jeff Junker, which included a reminder of the training being offered near Minneapolis, the first week in February. Also we were informed that Greg Johnson from Region   III was re-elected to the ICC board. 

Tom Palmer gave his Treasurers report noting the income from seminar registration and dues for the last two months was, $14, 326.00 with expenditures of $747.08 for a current balance of $16,416.30  

Jeff Harden gave his report on membership renewals and the seminar registrations. As of January 11th we have 237 paid members in IABO. Registrations for the Feb. seminars were 75 registered for the Feb 13th class, 64 for the 14th, and 51 for the 15th. There were also 15 people registered for the banquet on the evening of the 14th. IABO is open to the proposal that other training be set up in other areas of the state on other subjects if we can find jurisdictions that are willing to put it on. Subjects that were recommended are the Mechanical and Plumbing Code updates. 

David Churchill reported on MICCC/MAC and informed us that the new President is Dave Leonard. MICCC/MAC is keeping an eye on the Electrical licensing Bill proposing language changes in 28D. It is also estimated that if it passes, it will be at lease 2 years to implement the Code. A proposal was made to find the existing letter from IABO concerning this Bill and re-submitting it with our concerns and recommendations after reviewing the new document. 

Rita Swearinger gave us an update on ICC’s move to a new headquarters building in Washington DC with its grand opening on January 24th. She also informed us that ICC is working on a new map pointing out Certification requirements for jurisdictions all over the country. A survey will be sent out to gather this information in the near future. Rita also noted that the ICC web site has a lot of changes, new items and updates we should be checking frequently. 

Dave Brown from Ames brought up a question on State Code adoption and local amendments. It is agreed that local amendments can be more restrictive than State codes, but if you delete a section of code, does that make it less restrictive? Also the question was asked, why are there so many local modifications to the State code? Why not just adopt the State code and each jurisdiction ad its own modifications? Then we could be part of the discussion and finalization of the State codes. By doing that, we could reduce the number of local amendments. A statement was made that if we dropped local amendments it would affect the right of local jurisdictions to allow alternate materials and methods. Terry Beck made the statement that in the past, the State never maintained a list updating their codes and that IABO had pushed for the appointment of the State Building Code Commissioner so he could keep the State Code current and try to unify what had happened across the State. He also reminded us that Stu set up the State Code Advisory Group to address recommendations and issues concerning the State Code. 

After a short break Ron introduced Jim Borwey, with IWS and Michael Adams, IDNR.

Jim advised us of the new elevator rules that are coming in to affect and conflicting provisions and references in the rules to elevators, being referred to as facilities, which usually brings to mind a structure not an elevator. The idea is to change the rule to refer to an elevator as a conveyance. Also in the rules there was some confusion as to the term “material lift elevator”. Elevators with the controls outside the lift would be considered a, material lift, and would not be subject to inspection as are passenger lift elevators. Jim also stated that he oversees the Boiler section of the Codes, which at present has a Chief Inspector, Mike Clausterman and three other inspectors. A third section that he oversees is the Amusement Rides, permanent and portable. Michael then brought us up to date with changes in the DNR. The new Director is Rich Leopold, who was Director of Environmental Protection Committee and has a background in environmental activism and will probably look into the problem of water quality around the State that would include problems with construction run-off. He is also active in renewable and alternate energy and with Green Building program.  

Rita passed out fliers on the on ICC and Examination Services for Contractor Certification. This program works much like certification for Building Inspectors but for Contractors. ICC Certification Services owns and regulates all of the certification reviews and testing. The contractor licensing tests, will be owned and regulated by ICC but a third party testing organization will administer the tests. ICC started licensing to enhance professionalism for the trades people and construction related occupations to insure they were professional in the assessment and the manor they do their work and possess the knowledge of the Codes to protect the public’s health, safety and welfare. All tests are reviewed yearly and updated to keep everything relevant. ICC has had experience in testing and includes input from contractors, architects, engineers and inspectors to insure the tests are fair. All tests are supervised, some with cameras, threw Lazer Grade Testing. Results are available within the same day the test is taken and verified from ICC within four days. Contractors may contact ICC to get information on the testing dates, for computer or written tests. Contractor Certification tests are available and recognized in 19 states including Iowa. If jurisdictions are interested in establishing contractor certifications they must contact ICC Certification and Training Dept. to set up a program in a Home Rule state. If the State is not, Home Rule, ICC must set up the program. There is also a chapter benefits program that if the chapter does the testing, ICC will charge an extra $20.00 per applicant that would be returned to the chapter to be used within the State for training of inspectors and contractors. Computer testing sites would be found on line at Lazergrade.com/locate.shtml most sites would be at airports as they are contracted to test airport employees. Dan made the suggestion that our IABO Chapter agree to use ICC exams for all trades and contractor testing. His suggestion was then turned into a motion and seconded by Tim Hennes. After some discussion and the suggestion that following any seminars we may put on, we make the testing available within days to become certified. The vote was called and passed unanimously. 

Old Business;  Executive Officer update. Terry Berk reported that the company that had showed interest in the job has backed out and the individual has not contacted us either. At this moment no one has shown any strong interest. Ron suggested we look into joining another organization to share a lobbyist, possibly the Fire Marshalls Association or possibly the Home Builders Association to share costs and resources. One thing we must keep in mind is the impact on our Non-profit status if we do hire a lobbyist. 

To close the meeting Ron had brought drawings of three situations that were encountered in construction under the 2006 IRC. These situations and discussions proved to be interesting to all present and encouraged a good exchange of interpretation and discussion.
