BUILDING CODE RELATED BILLS BEGIN TO PILE UP AT STATEHOUSE
The number of building code and licensure related legislative proposals has more
than doubled over the past week.
Multiple bills dealing with electrician, plumber and alarm installer are being
considered by House and Senate subcommittees.

GREEN BUILDING STANDARDS BILL PROPOSED
Senate File 2084, introduced this past Thursday afternoon, provides a tax credit
on personal and corporate income tax for the construction or rehabilitation of
certain buildings certified under the US Green Building Council's leadership in
energy and environmental design (LEED) standards.
The tax credits to be made available will be in an amount equal to a percentage
of the costs for the construction of or rehabilitation to a green whole building
standard, green base building standard, and green tenant space standard, and for
the installation of a fuel cell, photovoltaic module, or wind turbine as
provided by the bill.
The bill also requires certain public buildings to meet specified green building
rating standards as high-performance public buildings. The bill requires all
major facility projects of a state agency, institution of higher learning, or
public school district, that receives an appropriation of state funds from the
general assembly, to be designed, constructed, and certified to
LEED standards. No subcommittee for SF 2084 has yet to be assigned.

TRADE LICENSE CLEAN-UP BILLS PILE UP IN SESSION'S FIRST WEEK
The first four days of the 2008 Iowa Legislative Session have produced three bills dealing with electrician, alarm installer and plumber licensing.
Here's a look at those bills and the subcommittees assigned to the bills:
HSB 510 - Electrician License Requirements for Special License Classification (subcommittee: Jacoby, Quirk, Greiner)
SSB 3029 - Electrician License Requirements for Special License Classification (subcommittee: Danielson, Horn, Kettering)
SSB 3061 - Alarm Installer, Contractor Certification and Electrician Licensure Provisions (subcommittee: Danielson, Horn, Behn)
ELEVATOR CODE CHANGE PROPOSED
Senate Study Bill 3043, which seeks to change the definition of "inclined or vertical wheelchair lift," has been introduced.
The Department of Workforce Development bill would change the current code definition of such devices to meet the American Society of Mechanical Engineers safety standards.
The bill also calls for operating permits for inclined or vertical wheelchair lifts to be displayed near such a device.
Senator Wally Horn has been named as the Chair of the subcommittee considering this bill. He is joined on the subcommittee by Senators Joe Seng and Jim Hahn.
PROPOSAL SEEKS TO MAKE ELEVATOR AND BOILER FUNDS PERMANENT
The Iowa Department of Workforce Development is asking lawmakers to approve a proposal that would eliminate the sunset provisions on the current boiler and pressure vessel safety revolving fund and the elevator safety revolving fund.
Senate Study Bill 3048 strikes the 2012 sunset provisions for both funds.
The subcommittee considering this bill is chaired by Senator Tom Courtney. Senators Jack Hatch and Jim Hahn are the other members of the group.
ENERGY CONSERVATION REQUIREMENTS
Senate File 517 (Successor to SF 288) is an act relating to the state building code by providing training, administration, and enforcement of energy conservation requirements.
